H.E. LY Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman, and Secretary-General of the Legal Reform Committee (LRC), assigned H.E. Pen Bunchea, Acting Secretary-General of the Secretariat of the LRC, to attend the 6th Meeting of the National Committee for Sub-National Democratic Development.

On Tuesday, 15 September 2026, at the Ministry of Interior, H.E. LY Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman, and Secretary-General of the Legal Reform Committee (LRC), assigned H.E. Pen Bunchea, Acting Secretary-General of the Secretariat of the LRC, to attend the 6th Meeting of the National Committee for Sub-National Democratic Development, chaired by H.E. ABHISANTIBINDIT SAR SOKHA, Deputy Prime Minister, Minister of Interior, and Chairman of the National Committee for Sub-National Democratic Development.

The meeting aimed to review, discuss, and approve a number of key agenda items, including:

Review and approval of the minutes of the National Committee for Sub-National Democratic Development (NCDD) meeting;

Review and approval of the progress report on the implementation of the NCDD’s action plan and budget for the first semester, as well as the NCDD’s work directions for the second semester of 2026;

Review and approval of the Guidelines on the Implementation of Commune/Sangkat Fund Projects;

Review and approval of the Strategy Document on Mainstreaming Gender, Inclusion, and Social Equity into the National Program for Sub-National Democratic Development, Phase II (2021–2030);

Review and approval of the Draft Strategy on the Sustainability of Social Accountability Mechanisms at the Commune/Sangkat Level; and

Other matters.

The meeting was attended by Excellencies, Lok Chumteavs, Secretaries of State, Undersecretaries of State, representatives of ministries and institutions, representatives of the Secretariat of the Legal Reform Committee, and other relevant stakeholders.
