Pursuant to Royal Decree No. NS/RKT/0224/150 on the Establishment of the Legal Reform Committee (LRC), the Legal Reform Committee (abbreviated as LRC) serves as the mechanism for leading, coordinating, and promoting the implementation of legal reform in accordance with the Royal Government’s policy programme, with the objective of strengthening and promoting the rule of law, legal certainty, and the quality and effectiveness of laws.

The Legal Reform Committee serves as the secretariat of the Royal Government and has the following duties:

• Lead, support, coordinate, and promote the implementation of legal reform.
• Initiate and submit proposals to the Head of the Royal Government for consideration and decision of legal reform strategic plans and action plans based on the Royal Government’s policies.
• Propose incentive mechanisms to the Head of the Royal Government for consideration and decision to support the implementation of legal reform with quality, consistency, and effectiveness.
• Develop guidelines to strengthen the quality and effectiveness of legislative drafting and the provision of comments on the preparation of laws and other normative legal instruments, with the aim of ensuring their effectiveness, enforceability, consistency, and appropriateness in response to economic and social developments, and issue the necessary guidance and measures to ensure the effectiveness and enforceability of legal reform.
• Monitor and evaluate the implementation of strategic plans and action plans related to legal reform.
• Coordinate and cooperate with ministries, institutions, and national and international development partners to promote and support the implementation of legal reform.
• Monitor, supervise, and evaluate the implementation of laws and normative legal instruments across the ministries and institutions of the Royal Government.
• Disseminate laws and normative legal instruments using all appropriate means.
• Disseminate information on legal reform activities and achievements.
• Prepare reports on the progress of legal reform and submit proposals on necessary measures to address challenges to the Head of the Royal Government for consideration and decision.
• Perform any other duties assigned by the Head of the Royal Government.
