On Wednesday, August 19, 2026, H.E. Ly Chantola, Secretary of State of the Council of Ministers, Vice President of the Jurist Council, and Secretary General of the Legal Reform Committee (LRC), chaired a meeting to review and discuss the request for a long-term lease (perpetual lease) located within the Lumphat Wildlife Sanctuary, Srae Angkrong geography, Koun Mom District, Ratanakiri Province, for the development and construction of a rubber processing factory by Ratanak D.H (Cambodia) Rubber Co., Ltd.
The meeting was attended by Excellencies, Ladies, and Gentlemen who are full and reserve members of the Working Group 2 of the Jurist Council, as well as representatives from the Ministry of Environment, the Ministry of Economy and Finance, and officials from the General Secretariat of the Jurist Council.
The objective of this meeting was to thoroughly examine and discuss relevant aspects to ensure that the review of the proposal is conducted in full compliance with applicable laws, legal instruments, and established procedures.
