His Excellency Ly Chantola, Secretary of State of the Office of the Council of Ministers, Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC), assigned His Excellency Pen Bunchea, Deputy Secretary-General of the Legal Reform Committee, to attend the Dissemination Workshop on the 5-Year Implementation Plan, Phase 2 (2026–2030) of the National Program for Sub-National Democratic Development.
On Friday morning, May 22, 2026, in Phnom Penh, His Excellency Ly Chantola, Secretary of State of the Office of the Council of Ministers, Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC), assigned His Excellency Pen Bunchea, Deputy Secretary-General of the Legal Reform Committee, accompanied by Mr. Mon Sophon, Legal Consultant of the LRC, to attend the Dissemination Workshop on the 5-Year Implementation Plan, Phase 2 (2026–2030) of the National Program for Sub-National Democratic Development.
The workshop was presided over by His Excellency Chan Sothea, Secretary of State of the Ministry of Interior and Head of the National Committee for Sub-National Democratic Development Secretariat (NCDD-S).
The purpose of this workshop was to disseminate and officially launch the “5-Year Implementation Plan, Phase 2,” which spans from 2026 to 2030. This plan was developed based on progress, challenges, lessons learned from the implementation of the Phase 1 plan, evaluations, and capacity analysis of sub-national administrations. It also incorporates analytical studies on economic, social, urbanization, digital technology contexts, and various risks to ensure the plan is comprehensive and aligned with the National Program Phase 2, the Pentagonal Strategy-Phase 1, the Royal Government’s key reform programs, and major national strategic policies.The workshop was attended by Your Excellencies, Ladies, and Gentlemen, including Secretaries of State, Undersecretaries of State, leaders, and officials from national and sub-national ministries and institutions, representatives of development partners, and civil society organizations, with approximately 300 participants in person and around 9,000 participants joining virtually via Zoom.
