H.E. Som Kunthea, Under Secretary of State of the Office of the Council of Ministers and Deputy Secretary General of the Legal Reform Committee (LRC), together with H.E. Pen Bunchea, Deputy Secretary General of the LRC, led a delegation to pay tribute to the late Grand Lay Patron of Buddhism, Ngov Chiv, former President of the Children’s Kitchen Organization.
On the afternoon of Friday, April 3, 2026, at Wat Moniretnaram (Toul Tompoung), H.E. Som Kunthea, Under Secretary of State of the Office of the Council of Ministers and Deputy Secretary General of the Legal Reform Committee (LRC), together with H.E. Pen Bunchea, Deputy Secretary General of the LRC, led a delegation from the General Secretariat of the LRC to pay their respects to the late Grand Lay Patron of Buddhism, Ngov Chiv, former President of the Children’s Kitchen Organization. He was the father-in-law of H.E. Ly Chantola, Deputy Chairman and Secretary General of the LRC and Secretary of State of the Office of the Council of Ministers.
In this moment of profound grief, on behalf of the leadership, civil servants, legal experts, and all staff of the General Secretariat of the LRC, we would like to express our deepest condolences and heartfelt sympathy on the passing of Ngov Chiv. His passing represents a great loss of a devoted husband, father, and grandfather, who embodied the virtues of loving-kindness, compassion, and generosity toward his family and loved ones.
Furthermore, his passing marks the loss of an outstanding philanthropist who devoted his strength and spirit to supporting and caring for numerous underprivileged and vulnerable children through the Children’s Kitchen Organization over the years. His spirit of sacrifice and tireless dedication stands as an inspiring example for future generations—especially for the children who benefited from his kindness—to continue fostering a culture of mutual support and sharing love with those in need in society.
The leadership, civil servants, legal experts, and all staff of the General Secretariat of the LRC respectfully bow in tribute to the spirit of the late Ngov Chiv with deepest sorrow, and pray that the merits of the Triple Gem guide his soul to eternal peace in a blissful realm.
