H.E. Ly Chantola, Deputy Chairman and Secretary General of the Legal Reform Committee (LRC), assigned H.E. Som Kantha, Under Secretary of State at the Office of the Council of Ministers and Deputy Secretary General of the LRC, to participate in a meeting of the Secretariat of the National Committee for Promoting the Implementation of Key Measures in Public Administration Reform for the 7th Legislature of the National Assembly.
On the morning of Monday, 6 April 2026, at the “Techo Santipheap” Hall of the Royal School of Administration, H.E. Ly Chantola, Deputy Chairman and Secretary General of the LRC and Secretary of State at the Office of the Council of Ministers, delegated H.E. Som Kantha, accompanied by officials of the LRC General Secretariat, to attend the above meeting.
The meeting was held under the high presidency of H.E. Hun Many, Deputy Prime Minister, Minister of Civil Service, and Permanent Vice-Chairman of the National Committee for Public Administration Reform.
The purpose of the meeting was to establish four common principles for implementation in the reappointment of civil servants to management and equivalent positions in accordance with the new organizational structure. This aims to align with the approaches of “organizing the house in good order” and “strengthening rather than expanding,” while also ensuring the preservation of benefits for civil servants.
These principles are outlined in the draft guideline on: “The Reappointment of Civil Servants and the Organization of Officials within the New Structure of the Office of the Council of Ministers, Ministries, Secretariats of State, and Institutions under the Executive Branch.”
The meeting was attended by representatives from ministries, specialized institutions, and relevant stakeholders.
