On the morning of Monday, September 21, 2026, in the French Republic, His Excellency Ly Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman, and Secretary General of the Legal Reform Committee (LRC), delegated Ms. Leng Chanphuong and Mr. Meach Seiha, Legal Experts of the LRC, to participate in a study tour and consultative discussions regarding the preparation of the Cambodian Administrative Code. The mission included high-level meetings at Paris 1 Panthéon-Sorbonne University and the Court of Accounts (Cour des comptes).
The primary objective of the session at Paris 1 Panthéon-Sorbonne University was to explore the academic and scientific perspectives concerning the research and structural development of an administrative code. Subsequently, the meeting with the Court of Accounts focused on understanding the institutional mechanisms that ensure the efficient utilization of the state budget, as well as the court’s operational processes and its comprehensive monitoring and evaluation frameworks.
The study tour and discussions were led by His Excellency Dr. Hel Chamroeun, Secretary of State of the Ministry of Economy and Finance, Member of the LRC, and Co-Chair of the Technical Working Group for the Preparation of the Administrative Code.
