On the afternoon of Friday, September 18, 2026, in the Republic of France, His Excellency Ly Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman, and Secretary General of the Legal Reform Committee (LRC), delegated Ms. Leng Chanphuongand Mr. Meach Seiha, Legal Experts of the LRC, to participate in a study tour and consultative meeting in Rouen.
During the mission, the legal experts engaged in high-level discussions with Ms. Hélène Michot, Deputy Mayor of Rouen in charge of Commerce, Economy, Tourism, and International Affairs, along with her colleagues.
The study tour and discussions were led by His Excellency Dr. Hel Chamroeun, Secretary of State of the Ministry of Economy and Finance, Member of the LRC, and Co-Chair of the Technical Working Group for the Preparation of the Administrative Code.
The visit to Rouen was organized to gain comprehensive insights into local administration processes. The mission specifically focused on the practical implementation of the delegation of authority, institutional responsibility, decision-making frameworks, and the effective delivery of public services to citizens.
