On the morning of Tuesday, 4 August 2026, via Zoom, H.E. LY Chantola, Secretary of State of the Office of the Council of Ministers, Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC), accompanied by H.E. Penn Bunchea, Deputy Secretary-General of the LRC, and legal experts of the General Secretariat of the LRC, attended a meeting to review and discuss the draft Regulatory Impact Assessment (RIA) Guidelines, following the workshop with ministries and institutions held on 31 March 2026.
The meeting was organized to summarize and review the inputs received from the workshop, as well as to discuss key points of the draft RIA Guidelines. The objective was to ensure that decisions of the Royal Government, through the issuance of legal instruments, are made with quality, supported by evidence, and aimed at reducing negative impacts through the establishment of necessary measures, the design of the architecture of the working system, and the formation of a capable working group to lead and coordinate this work effectively.
The RIA Guidelines for Cambodia are important in assisting ministries and institutions to assess problems, objectives, options, impacts, consultation, conclusions, and implementation and monitoring before preparing or improving regulations, with the aim of promoting evidence-informed, transparent, and effective decision-making.
The meeting was attended by Mrs. Eleanor, Consultant of the Asian Development Bank (ADB), H.E. Pech Sokha, Under Secretary of State of the Office of the Council of Ministers, Secretary-General of the Economic, Social and Cultural Council, and Project Director of the Regulatory Impact Assessment Project, as well as Excellencies, Lok Chumteavs, members of the Council of Jurists, the Economic, Social and Cultural Council, and other key relevant units.
