On the morning of Wednesday, September 23, 2026, in the French Republic, Mrs. Leng Chanphuong and Mr. Meach Seiha participated in a study visit and discussions with Mr. Rémy Schwartz, President of the Section for Studies, Outlook, and Cooperation, along with experts from the French Council of State. The meeting focused on understanding the role of the French Council of State as the supreme administrative court and as the legal advisor to the government. The discussions also covered the definition of legal principles and the mechanisms for reviewing draft legislation.
The study visit and discussions were led by H.E. Dr. Hel Chamroeun, Secretary of State of the Ministry of Economy and Finance, Member of the LRC, and Co-Chairman of the Technical Working Group for the Preparation of the Administrative Code.
