On the morning of Tuesday, September 22, 2026, in the French Republic, His Excellency Ly Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman, and Secretary General of the Legal Reform Committee (LRC), delegated Ms. Leng Chanphuong and Mr. Meach Seiha, Legal Experts of the LRC, to participate in a study tour and consultative discussion regarding the drafting of the Cambodian Administrative Code with the Directorate General for Local Authorities (DGCL) of the Ministry of the Interior of the French Republic.
During this mission, the legal experts engaged in a technical session with Mr. Xavier Barrois, Deputy Director General of the Directorate General for Local Authorities. The discussion aimed to provide comprehensive insights into decentralization mechanisms, local autonomy, and legality control frameworks, which will serve as essential inputs for the preparation of the Cambodian Administrative Code.
The study tour and discussions were led by His Excellency Dr. Hel Chamroeun, Secretary of State of the Ministry of Economy and Finance, Member of the LRC, and Co-Chair of the Technical Working Group for the Preparation of the Administrative Code.
