On the morning of Thursday, June 4, 2026, at Novotel Phnom Penh Hotel, H.E. Ly Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman and Secretary-General of the Legal Reform Committee (LRC), assigned Ms. Leng Chanphuong, Legal Expert of the LRC Secretariat, to attend a workshop on knowledge and experience sharing concerning fiscal decentralization in regional countries and Germany.
The workshop was presided over by H.E. Sok Sedtha, Senior Minister in Charge of Special Missions and Permanent Vice Chairman of the National Committee for Sub-National Democratic Development (NCDD), and Mr. Christof Weigelmeier, Head of Development Cooperation at the Embassy of Germany to the Kingdom of Cambodia. The workshop was organized with the following objectives:
To share lessons learned and experiences regarding fiscal decentralization and public financial management at the sub-national level in Germany, as well as best practices from several countries in the region. To facilitate constructive policy dialogue among relevant ministries, institutions, sub-national administrations, and development partners. To identify key policy challenges affecting fiscal decentralization and financial management of sub-national administrations. To provide practical policy recommendations that are aligned with Cambodia’s current context, the stages of its reform programs, and the roadmap for implementing relevant reforms related to fiscal decentralization and financial management at the sub-national level.
The workshop was attended by Excellencies, Ladies and Gentlemen, Secretaries of State, Undersecretaries of State, senior leaders, and officials from ministries, institutions, and all relevant national and international stakeholders.
