H.E. On the afternoon of Wednesday, 6 May 2026, at the National Assembly Palace, H.E. LY Chantola, Deputy Chairman and Secretary-General of the LRC, attended the review and discussion on the draft law on payment guarantee for the purchase of electricity from Vietnam, aimed at strengthening national energy security, with the specialized commissions of the National Assembly.
The meeting was held under the chairmanship of H.E. Cheang Vun, Chairman of the Commission on Economy, Finance, Banking and Audit, known as the Second Commission, and H.E. Lok Chumteav Nin Saphon, Chairwoman of the Commission on Public Works, Transport, Civil Aviation, Posts, Telecommunications, Industry, Science, Technology, Innovation, Mines, Energy, Commerce, Land Management, Urban Planning and Construction, known as the Ninth Commission.
The meeting was convened to review and study the draft law on the “Approval of the Payment Guarantee of the Royal Government of the Kingdom of Cambodia to Electricity of Vietnam (EVN)” with representatives of the Royal Government, led by H.E. Keo Rottanak, Minister of Mines and Energy, and H.E. Academician Dr. Hean Sahib, Secretary of State of the Ministry of Economy and Finance. The meeting was also attended by members of the specialized commissions and many other relevant officials at the National Assembly Palace.
H.E. Keo Rottanak stated that this new agreement is valid for four years, taking effect from 1 April 2026 until 1 April 2030. He emphasized that the draft law reflects the Royal Government’s efforts to develop the energy sector, including both power generation sources and transmission networks, to make them more robust and resilient.
The draft law, consisting of three articles, has been prepared with the following key strategic objectives:
• Ensuring energy sustainability: To respond to the growing demand for electricity for people’s daily living needs and national economic development.
• Price stability: To serve as a legal instrument allowing the Government to ensure reasonable electricity prices for the people.
• Implementation of new obligations: Cambodia is required to provide a new guarantee letter to EVN to replace the expired guarantee letter, which must be implemented no later than 30 July 2026.
The meeting fully agreed on the text of the draft law, maintaining its original content in full. In this regard, the Second and Ninth Commissions of the National Assembly will prepare a report for submission to the Standing Committee of the National Assembly for inclusion in the agenda of an upcoming plenary session.
