H.E. Ly Chantola, Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC) and Secretary of State of the Office of the Council of Ministers, assigned Ms. Leng Chanphuong, Legal Consultant of the LRC; Mr. Eab Sotheany, Deputy Director of the Department of Policy and Planning of the General Secretariat of the LRC; and Mr. Meak Seyha, Legal Consultant of the LRC, to participate in a meeting to review and discuss the preliminary draft concept paper on the formulation of the Administrative Code and the draft table of contents of the Administrative Code.

On the morning of Thursday, 5 March 2026, at the Office of the Council of Ministers, H.E. Ly Chantola, Deputy Chairman and Secretary-General of the Legal Reform Committee and Secretary of State of the Office of the Council of Ministers, assigned Ms. Leng Chanphuong, Legal Consultant of the LRC; Mr. Eab Sotheany, Deputy Director of the Department of Policy and Planning of the General Secretariat of the LRC; and Mr. Meak Seyha, Legal Consultant of the LRC, to participate in a meeting to review and discuss the preliminary draft concept paper on the formulation of the Administrative Code and the draft table of contents of the Administrative Code.
The meeting was co-chaired by H.E. Dr. Sea Mao, Secretary of State of the Office of the Council of Ministers, Permanent Vice Chairman of the Legal Reform Committee and Co-Chair of the Technical Working Group, and H.E. Dr. Hel Chamroeun, Secretary of State of the Ministry of Economy and Finance, Member of the Legal Reform Committee and Co-Chair of the Technical Working Group.
The meeting was attended by members of the Council of Jurists, the Technical Working Group on the preparation of the Administrative Code, and other relevant stakeholders.
