On the morning of Thursday, September 17, 2026, in the French Republic, His Excellency Ly Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman, and Secretary General of the Legal Reform Committee (LRC), delegated Ms. Leng Chanphuong and Mr. Meach Seiha, Legal Experts of the LRC, to participate in a study tour and consultative discussions regarding the preparation of the Cambodian Administrative Code. The mission involved high-level meetings with the General Secretariat of the Government of the French Republic and the Paris Administrative Court.
The study tour and discussions were led by His Excellency Dr. Sea Mao, Secretary of State of the Office of the Council of Ministers, Vice Chairman of the LRC, and Co-Chair of the Technical Working Group for the Preparation of the Administrative Code, alongside His Excellency Dr. Hel Chamroeun, Secretary of State of the Ministry of Economy and Finance, Member of the LRC, and Co-Chair of the Technical Working Group for the Preparation of the Administrative Code.
During the mission, the delegation engaged in discussions with Ms. Laurence Marion, Secretary General of the General Secretariat of the Government of the French Republic, and Ms. Corinne Ledamoisel, President of the Paris Administrative Court. The sessions featured comprehensive presentations and the sharing of both general and technical expertise concerning the administrative framework of the French government, delivered by Directors and Deputy Directors of various departments based on their respective roles and institutional mandates.
