On Thursday morning, 9 July 2026, at the Office of the Council of Ministers, H.E. Ly Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman, and Secretary-General of the Legal Reform Committee (LRC), assigned Mr. Chan Dara Roman, Ms. Pen Linna, and Mr. Huor Povithean the legal experts from the Secretariat-General of the Legal Reform Committee to participate in a meeting on the development of the elements and conceptual framework for legislative drafting requirements. The framework is intended to guide all ministries and institutions in preparing their legislative and regulatory development plans.
The meeting was chaired by H.E. Pich Sokha, Secretary-General of the Economic, Social and Cultural Council.
The meeting focused on developing the key elements and conceptual framework that all ministries and institutions are required to complete when formulating their legislative and regulatory development plans. This initiative aims to strengthen the legislative planning process by providing a standardized framework for the preparation of laws and normative legal instruments, thereby promoting greater consistency, quality, and effectiveness in legislative development.
The meeting was attended by the three legal experts from the Secretariat-General of the Legal Reform Committee, as well as senior officials and staff members of the Secretariat-General of the Economic, Social and Cultural Council. Participants exchanged views and provided technical inputs on the proposed framework to support a comprehensive, coordinated, and effective legislative planning process across government ministries and institutions.
