His Excellency LY Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman and Secretary-General of the Legal Reform Committee, attended a discussion meeting on the draft law concerning the approval of the payment guarantee by the Royal Government of Cambodia to the Electricity of Vietnam of the Socialist Republic of Vietnam for guaranteeing the purchase of electricity from Vietnam.
On the morning of Tuesday, May 19, 2026, at the Senate Palace, His Excellency LY Chantola, Secretary of State of the Office of the Council of Ministers, Vice Chairman and Secretary-General of the Legal Reform Committee, represented the Royal Government of Cambodia led by His Excellency Keo Rottanak, Minister of Mines and Energy, in attending a discussion meeting on the draft law concerning the approval of the payment guarantee by the Royal Government of the Kingdom of Cambodia to the Electricity of Vietnam of the Socialist Republic of Vietnam for guaranteeing the purchase of electricity from Vietnam.
The meeting was also attended by His Excellency Yos Phanith, Chairman of the Senate Commission No. 2, and His Excellency Um Sarith, Chairman of the Senate Commission No. 9.
This draft law was prepared with the objective of providing a payment guarantee to the Electricity of Vietnam in the event that Electricité du Cambodge (EDC) fails to make payments for electricity purchases under the Power Purchase Agreement (PPA) between Electricité du Cambodge and Electricity of Vietnam, which was signed on January 30, 2026. The purpose is to ensure sustainability, stability, efficiency, affordability, and national energy security.
The meeting was attended by leaders, officials, and all relevant stakeholders.
