H.E. Ly Chantola, Secretary of State at the Office of the Council of Ministers, Deputy Chairman and Secretary General of the Legal Reform Committee (LRC), chaired a technical working group meeting to review and further discuss the draft concept note on the establishment of the Royal Government’s Legal Data Center.
On the afternoon of Monday, April 20, 2026, at the Office of the Council of Ministers, Meeting Room 607-B, 6th Floor, Friendship Building, H.E. Ly Chantola, Secretary of State at the Office of the Council of Ministers, Deputy Chairman and Secretary General of the Legal Reform Committee (LRC), chaired a technical working group meeting to review and further discuss the draft concept note on the establishment of the Royal Government’s Legal Data Center.
During the meeting, Ms. Pen Linna, Legal Expert of the LRC, delivered a presentation on the draft concept note, informing participants of the Royal Government’s policy direction, which emphasizes maximizing the use of technology to drive socio-economic development. To contribute to the realization of the vision set out in national policy and strategic frameworks, the LRC, as the Government’s advisory body, aims to establish a Legal Data Center in two phases:
(1) Phase I: development of a legal database system and legal website; and
(2) Phase II: establishment of the Royal Government’s Legal Data Center as a legal resource library for the public to study and access laws.
This initiative aligns with international best practices and the principles of Good Regulatory Practice (GRP), aiming to enhance legal transparency, support the consolidation and modernization of legal instruments, and promote a culture of the rule of law.
The meeting was also attended by H.E. Lim Puthicheat, Undersecretary of State at the Office of the Council of Ministers in charge of the General Department of Digital Transformation (via online platform), H.E. Pen Bunchea, Deputy Secretary General of the LRC, accompanied by LRC legal experts, officials of the LRC Secretariat, as well as Excellencies, Ladies and Gentlemen representing the Council of Jurists, the Economic, Social and Cultural Council, the General Department of Royal Gazette and National Archives, and the General Department of Digital Transformation of the Office of the Council of Ministers.
On this occasion, H.E. Ly Chantola, Chair of the meeting, summarized the discussions and provided directions for the next steps. At the conclusion, he expressed his appreciation to all participants for their valuable comments and recommendations on the draft concept note on the establishment of the Royal Government’s Legal Data Center.
