H.E. LY Chantola, Deputy Chairman and Secretary General of the Legal Reform Committee (LRC), delivered a presentation on the summary report of the 2025 work achievements and the 2026 action plan of the Legal Reform Committee to the annual conference reviewing the 2025 work results and setting out the work directions for 2026 of the Office of the Council of Ministers.

H.E. On the morning of Monday, March 23, 2026, at the Peace Palace, H.E. LY Chantola, Deputy Chairman and Secretary General of the Legal Reform Committee (LRC), delivered a presentation on the summary report of the 2025 work achievements and the 2026 action plan of the Legal Reform Committee to the annual conference reviewing the 2025 work results and defining the work directions for 2026 of the Office of the Council of Ministers.
The conference was held under the presidency of H.E. Vongsey Vissoth, Permanent Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers, representing Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia.
H.E. LY Chantola emphasized that the Legal Reform Committee (LRC) was established on February 3, 2024, with the mandate to lead and coordinate legal reform in Cambodia toward building a unified, effective, coherent, authoritative, and legally secure system, aligned with international best practices and Cambodia’s context.
He further highlighted that the LRC serves as the Royal Government’s staff body in leading, supporting, coordinating, and promoting the implementation of legal reform, as well as strengthening the legislative functions of ministries and institutions of the Royal Government, in cooperation with the Council of Jurists of the Office of the Council of Ministers. These efforts aim to enhance and expand the quality and effectiveness of the rule of law culture in the Kingdom of Cambodia.
