H.E. Ly Chantola, Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC), Attended the Sharing Session on Best Practices of the Public Service Sector of Singapore
On the afternoon of Tuesday, 10 March 2026, at Hyatt Regency Phnom Penh, H.E. Ly Chantola, Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC), accompanied by Mr. Mon Sophoan, Legal Consultant of the LRC, attended the “Sharing Session on Best Practices of the Public Service Sector of Singapore Focusing on Leadership Development, the Implementation of the Secretary-General Network Mechanism, and Performance-Based Management.”
The program was presided over by H.E. Yok Bunna, Permanent Secretary of State of the Ministry of Civil Service and Chairman of the Executive Sub-Committee of the Civil Service Reform Committee (CSRC). The panel of dignitaries also included H.E. Chhe Vicheara, Secretary of State of the Ministry of Civil Service and Chairwoman of the Technical Working Group on Enhancing Work Efficiency of the Executive Sub-Committee of the CSRC; H.E. Chhun Socheat, Secretary-General of the Ministry of Civil Service; and H.E. Mr. Steven PANG, Ambassador of the Republic of Singapore to the Kingdom of Cambodia.
The program commenced with welcoming remarks by Mr. Christopher PRAGASAM, Director of International Relations of the Public Service Division of the Republic of Singapore, followed by opening remarks by H.E. Chhe Vicheara.
The program continued with four presentations, including:
1. Performance Management and Strategic Planning, presented by Mr. Melvin LIM, Deputy Director in charge of Performance Management & Strategic Planning;
2. Leadership Development and Civil Service Management, presented by Mr. Hong Jie LEE, Deputy Director in charge of Leadership Development and Strategy;
3. Framework for Strengthening Human Resource and Leadership Capacity, presented by Ms. Jamie LOO, Director in charge of In-Employment Upgrading & Job Redesign; and
4. Roles and Functions of the Secretary-General and the Supporting Organizational Structure, presented by Ms. Xin Hui TANG, Deputy Director in charge of the Office of Leadership Innovation.
Finally, following the question-and-answer session, H.E. Yok Bunna delivered the closing remarks and officially concluded the program.
