the Training Course on “Strengthening Capacity in Legal System Reform in Cambodia”

On Thursday, 26 February 2026, at TRIBE Hotel, H.E. Ly Chan Tola, Deputy Chairman and Secretary-General of the Legal Reform Steering Committee (LRC), invited participants to attend the training course on “Strengthening Capacity in Legal System Reform in Cambodia.”
The training course was conducted under four main modules:
1. “Legal Needs Assessment”, led by Professor Veronica Taylor, Professor of Law and Regulation at the Regulatory Governance and Global Law (RegNet), Australian National University.
2. “Legal Needs Assessment (Continued)”, led by Ms. Leisha Lister, Senior Legal Adviser of the ASEAN-Australia Counter-Trafficking (ASEAN-ACT) Program.
3. “Evidence-Based Legal Drafting”, led by Professor Anne Goldsbrough AM, currently serving as a Magistrate.
4. “Legal Compliance”, led by Professor Veronica Taylor, Professor of Law and Regulation at RegNet, Australian National University.
This training course aimed to strengthen knowledge, skills, and institutional capacity for senior and technical officers of the LRSC, as well as relevant stakeholders, to effectively implement the legal reform strategy of the Royal Government. The program focused on enhancing capacity in legislative drafting, codification and dissemination of laws, monitoring and evaluation of laws, dispute resolution mechanisms, and legal compliance, while also promoting innovation, digital modernization, and strengthening close cooperation between Cambodia and Australia.The training course was attended by H.E. officials, senior leadership, legal experts of the LRC, as well as members of legal advisory teams and other officials. It is noted that the training was conducted over a total of four days (23, 24, 26, and 27 February 2026).
