Day 2 of the Training Program on “Strengthening Capacity in Legal System Reform in Cambodia”
On Tuesday, 24 February 2026, at TRIBE Hotel, Phnom Penh, H.E. Ly Chantola, Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC), attended the training program on Strengthening Capacity in Legal System Reform in Cambodia.
The training program was conducted through four key learning sessions:
1. Legislative Needs Assessment, led by Professor Veronica Taylor, Professor of Law and Regulation at the School of Regulation and Global Governance (RegNet), Australian National University;
2. Legislative Needs Assessment (Continuation), led by Ms. Leisha Lister, Senior Legal Adviser of the ASEAN-Australia Counter Trafficking Program (ASEAN-ACT);
3. Evidence-Based Legislative Proposals, led by Professor Anne Goldsbrough AM, who is currently serving as a Reserve Magistrate; and
4. Legislative Harmonization, led by Professor Veronica Taylor, Professor of Law and Regulation at RegNet, Australian National University.
The objective of this training program is to strengthen the knowledge, skills, and institutional capacity of senior officials and technical officers of the Legal Reform Committee (LRC), as well as relevant stakeholders, to effectively implement the strategic framework of the Royal Government’s Legal Reform Program.
The program aims to enhance capacity in legislative drafting, legal codification and dissemination, monitoring and evaluation of laws, dispute resolution mechanisms, and legislative harmonization. It also seeks to promote innovation, digital modernization, and closer cooperation between Cambodia and Australia. The training was attended by Excellencies, senior leaders, legal experts of the LRC, members of the Council of Jurists, and relevant officials. It should also be noted that the training program was conducted over three days, from 22, 23, and 25 February 2026.
