H.E. Ly Chantola, Secretary of State of the Office of the Council of Ministers and Deputy Chairman and Secretary-General of the Legal Reform Committee (LRC), attended the meeting as a representative of the Royal Government to review four draft laws with the relevant specialized commissions of the National Assembly.
On the morning of Wednesday, 17 December 2025, at the National Assembly of the Kingdom of Cambodia, H.E. Ly Chantola, Secretary of State of the Office of the Council of Ministers and Deputy Chairman and Secretary-General of the LRC, accompanied H.E. Mao Havnall, Minister in charge of the State Secretariat of Civil Aviation, to attend meetings to review and discuss four draft laws, namely: I. The Draft Law on Civil Aviation of the Kingdom of Cambodia, discussed with the Commission on Public Works, Transport, Civil Aviation, Posts, Telecommunications, Industry, Science, Technology, Innovation, Mines, Energy, Commerce, Land Management, Urban Planning, and Construction (Commission 9), II.
(1) The Draft Law on the Approval of the Comprehensive Air Transport Agreement between the Member States of the Association of Southeast Asian Nations (ASEAN) and the European Union and its Member States;
(2) The Draft Law on the Approval of Protocol 3 on the Expansion of Fifth Freedom Traffic Rights among the Parties under the Air Transport Agreement between the Governments of the ASEAN Member States and the Government of the People’s Republic of China; and
(3) The Draft Law on the Approval of the Implementing Protocols of the 11th and 12th Packages of Air Transport Services under the ASEAN Framework Agreement on Services, which were discussed jointly with the Commission on Foreign Affairs, International Cooperation, and Information (Commission 5) and the Commission on Public Works, Transport, Civil Aviation, Posts, Telecommunications, Industry, Science, Technology, Innovation, Mines, Energy, Commerce, Land Management, Urban Planning, and Construction (Commission 9) of the National Assembly.

Nen Saphon, Chairwoman of the Commission on Public Works, Transport, Civil Aviation, Posts, Telecommunications, Industry, Science, Technology, Innovation, Mines, Energy, Commerce, Land Management, Urban Planning, and Construction (Commission 9) of the National Assembly.
