At the outset, H.E. VONGSEY Vissoth, Deputy Prime Minister in charge, Minister of the Office of the Council of Ministers, and Chairman of the Legal Reform Committee (LRC), delivered welcoming remarks and presented a report to Samdech Moha Borvor Thipadei, Prime Minister, on legal reform, focusing in particular on:

On this auspicious occasion, Samdech Moha Borvor Thipadei, Prime Minister, expressed appreciation and commendation to H.E. VONGSEY Vissoth for his leadership and coordination in formulating the Strategic Framework of the Government’s Legal Reform Program, which was approved and officially launched for implementation by Samdech Moha Borvor Thipadei, Prime Minister, himself. Furthermore, Samdech Moha Borvor Thipadei, Prime Minister, provided four key priority recommendations to serve as guiding principles and to ensure the effective implementation of this important reform agenda, as follows:

First, the LRC and all relevant ministries and institutions shall cooperate to initiate procedures to operationalize the four sectoral technical committees, together with legal reform working groups within ministries and institutions, in a coordinated and integrated manner, in line with the approach of a “single-actor system.” They shall also prepare action plans to jointly implement the Strategic Framework of the Government’s Legal Reform Program, with tangible results aligned with the key performance indicators established under the four strategic phases.

Second, the LRC and all relevant ministries and institutions shall cooperate to establish and operationalize the National Committee for the Protection of Constitutionality, in accordance with the Constitution, in order to resolve legal disputes and ensure consistency in the application of laws, responding to the practical need to guarantee legal certainty and uniformity in law enforcement. At the same time, the LRC and all relevant ministries and institutions shall cooperate to establish and operationalize the National Legal Language Committee, to ensure consistency and uniformity in the use of legal terminology and legal language, both in ordinary legislation and special legislation.

Third, the LRC shall arrange for the preparation and implementation of the Guide to Legislative Drafting (Guide de Légistique) and the Guide to Codification (Guide de Codistique), in order to ensure consistency and effectiveness in reviewing the substance of laws and regulatory instruments drafted by ministries and specialized institutions, and in compiling them into consolidated laws or legal codes by sector, in accordance with legal logic and legal innovation.

Fourth, the LRC shall lead the digitalization of the system for drafting, compiling, and disseminating laws and regulatory instruments through the use of digital technologies (soft formats).
